The Board shall give advice and counsel to the Director concerning:
(a) All parks, playgrounds, playfields, gymnasiums, recreation centers and facilities owned, leased or operated by the City and of all buildings, lands, property and equipment maintained for or devoted to recreational uses or activities by or on behalf of the City.
(b) The operation of all recreational programs and activities conducted or sponsored by the City including, but not limited to, the establishment of rules and regulations for the conduct of such programs and activities for the use of such facilities, for scheduling, for discipline and for each and every other matter related thereto.
