113.02 EMERGENCY LEGISLATION.
   In accordance with Sections 9 (a) and 10 (b) of Article III, of the Charter, all legislation to be passed as an emergency measure shall require five votes for suspension of rules, five votes on the emergency measure and five votes for passage of the ordinance or resolution as an emergency measure.
   Legislation originating as emergency legislation which fails to get five votes for passage shall be deemed to have been passed by Council, but such legislation shall not take effect until thirty days after passage.
