Before any permit required by Section 1501.04 may be issued, the Chief, District Chief or the Chief's duly authorized inspector shall inspect and approve the receptacles, vehicles, buildings, premises or storage places to be used for any such purpose. If the Chief finds and determines that any person, firm or corporation required to secure such a permit is in observance of proper precautions and safety practices in respect to the activity or activities specified in Section 1501.04, one permit may be issued to such person covering all such activities conducted within the City.
Application for such permit shall be made at the office of the Mayor or his designee within thirty days after the date that applicant becomes subject to the provisions of this chapter upon forms prescribed by such officer.
A permit will be issued for a period of not more than one year as the Mayor or his designee may deem appropriate to the operation or material covered thereby. All permits shall expire on March 31 next following their issuance. No fee will be required for such permits.
