Sec. VII-3. DIRECTOR OF FINANCE.
The Director of Finance shall serve at the pleasure of Council and any appointments to Director of Finance after the initial appointment pursuant to this amendment shall be made by the Mayor subject to confirmation by a majority of the members of Council.
Powers and Duties. The Director of Finance shall be the chief fiscal officer of the City, and shall be the head of the Department of Finance, and shall report to and be responsible to the City Administrator or Mayor if no City Administrator is serving. The Director of Finance shall serve the Mayor and the Council as financial adviser in connection with City affairs, shall be responsible for the preparation and submission of the annual estimate of receipts and expenditures and appropriation measures and shall at all times keep the Mayor and Council informed of the financial condition and needs of the City. The Director of Finance shall authenticate all records, documents and instruments of the Municipality on which authentication is proper. The Director of Finance shall examine all payrolls, bills and other claims against the Municipality and shall issue no warrant unless the Director of Finance shall find that the claim is in proper form, correctly computed and duly approved, that it is due and payable, that a lawful appropriation has been made therefor, and that the amount required to pay said claim is in the treasury or in the process of collection to the credit of an appropriate fund free from any previous encumbrances. The Director of Finance (and the Mayor) shall execute on behalf of the City, all contracts, conveyances, evidences of indebtedness and all other instruments to which the Municipality is a party. The Director of Finance shall perform such other duties consistent with his/her office as the Mayor or the Council may request and shall comply with the laws of Ohio relating to certifications for and expenditures of public moneys.
Compensation. The Council shall fix the compensation of the Director of Finance.
