943.03 HOMESTEAD CREDIT.
   (a)    Each residential customer who is sixty-five years of age or older or permanently and totally disabled and who received a certificate of reduction of real estate taxes from the County Auditor pursuant to Ohio R.C. 323.154 shall be charged twenty-five percent (25%) less than the amounts set forth in Section 943.01 above upon approval of their application for such credit by the City. This program shall apply only to the permanent residence of the consumer.
 
   (b)    The Commissioner of Water and Wastewater Treatment shall adopt such rules and regulations as are necessary for the implementation of the homestead credit including but not limited to the calculation of such credit and the standards for approval of applications and proof thereof.
 
   (c)   The definitions of "sixty-five years of age" and "permanently and totally disabled" as used in this section shall be as set forth in Ohio R.C. 323.151.
