(e) The City surcharge for residential, commercial and industrial consumers outside the City shall be the base rate charged City users plus fifty percent (50%).
(f) In addition to the above base rates, charges, and surcharge, all residential, commercial, and industrial customers, inside and outside the City, shall pay a Capital Improvement (CI) Charge of $1.98 per 1,000 cubic feet. (see Section 943.04)
(g) On or before March 20 of each year, the Finance Director shall certify to the Director of Public Service:
(1) The prior year’s ending balance for the Water Revenue Fund.
(2) The prior year’s revenues for the Water Revenue Fund.
(3) The current permanent appropriation amount for the Water Revenue Fund.
(h) Upon receipt of the Finance Director’s certification as set forth above, the Director of Public Service shall calculate a percentage adjustment to water rates in accordance with the following formula:
(CA-PR) + $50,000-EBI x 100 = % or
PR
five percent (5%) whichever is less
(if value from formula is less than one percent (1%), rate
shall not be adjusted)
Where CA = Current Appropriation
PR = Prior Year’s Revenues
EB = Prior Year’s Ending Balance
The Director of Public Service shall then adjust water rates up or down by the percentage adjustment resulting from the aforesaid formula, which adjustment shall continue in effect until readjusted under the provision set forth herein or by further action by Council.
