719.06 LICENSE; FEE; BOND.
    No person shall operate or maintain a dump for the material described in Section 719.03 until a license therefor has been issued by the Mayor or his designee. The license for dumping shall be issued yearly and a new license shall be secured before the dump shall be placed in operation which will permit operation or maintenance until the following December 30. All licenses shall be in writing and shall state the conditions thereof and the term for which the license is granted. No person shall conduct, operate, maintain or manage any dump for the material stated in Section 719.03 without complying with the requirements.
   The fee for licenses to conduct, operate or maintain a dump shall be one hundred twenty-five dollars ($125.00) for the first year which shall be paid in addition to the permit fee and two hundred fifty dollars ($250.00) for each year thereafter. In addition, there shall be charged five dollars ($5.00) per acre for all sites exceeding five acres. This fee shall not be applicable to the City. If an application is made for a permit and filed after April 1, the applicant shall pay seventy-five percent of the fee; if he should file after July 1, he shall pay fifty percent of the fee and after August 1, he shall pay twenty-five percent of the fee.
   Before the Mayor or his designee can issue the license called for in this section, a bond must be posted in the amount of twenty-five thousand dollars ($25,000) to insure compliance with the requirements of this chapter and other rules and regulations hereinafter established.
