The following materials are covered under this chapter: solid waste or materials from construction demolition operations and slag, and other substances which are not harmful or inimical to public health, but shall exclude all solid wastes including unwanted residual solids or semisolid material as results from industrial, commercial, agricultural and community operations and garbage.
