The inspection provided by Section 374.04 may be waived by the Chief of Police with respect to new bicycles purchased from establishments in Lucas County, Ohio, regularly engaged in the business of selling new bicycles, provided a legally executed bill of sale for such bicycle from such establishment is presented containing all serial numbers and other descriptive data required by the Chief of Police.
