Upon filing of the application for a bicycle license, the Chief of Police shall cause an inspection of the bicycle to be made for the purposes of ascertaining that the same complies with the requirements of the ordinances of the City and for ascertaining the serial number or numbers thereon. The Chief of Police shall cause an appropriate number to be stamped upon the frame of the bicycle or on the international safety triangle, and enter upon the records hereinafter mentioned the number so stamped.
