(a) The owner, operator or manager of any church, school or commercial building including any separately owned, operated or managed part thereof, shall provide and maintain, at the building, for use by emergency response personnel, the key and/or combination to any and all exterior entry doors so that emergency response personnel shall have access to the interior of such building at all times without the necessity of forced entry.
(b) The key and/or combination referred to herein at subsection (a) hereof shall be maintained in a “lock box or boxes”; the Fire Chief or his designee shall approve the location(s), type, size and number of the lock box or boxes. Any such lock box shall be equipped with an emergency alarm for the purpose of detecting and signaling unauthorized intrusion pursuant to the requirements of Chapter 937 of the Codified Ordinances entitled “Emergency Alarm Systems”.
(c) All lock boxes located within the Village shall be keyed alike so as to provide access by emergency response personnel.
(d) The provisions of this section shall not apply to any building or part thereof open to the public and occupied by the owner, operator, manager or their agent, twenty-four hours per day, seven days per week.
(e) As used in this section, “commercial building” includes any building, permitted or used for a Class U-4, U-4A, U-5 or U-6 use as indicated in the Zoning Code of Orange Village.
(f) This section shall not apply to any existing church, school or commercial building or additions thereto.
