(a) The Chief of Police and all other members of the Police Department shall be appointed by the Mayor, subject to confirmation of Council in the manner provided in Article V, Section 4, of the Village Charter.

(b) Each present member of the Police Department shall continue and be considered a member of the Department without reappointment, and shall maintain his or her present rank and status until the same are duly changed.
(c) All vacancies hereinafter arising in the membership of the Department shall be filled promptly in the manner provided for in the original appointments.
