SECTION V-7. PLANNING AND ZONING COMMISSION.
   (A)   Composition, Term and Removal.
   The Planning and Zoning Commission shall consist of the Mayor, one member of Council appointed annually by the Council President, and three (3) electors of the Municipality, not holding other Municipal office or appointment in this Municipality (except as provided in Article III, Section 2, dealing with the qualifications for Council) to be appointed for terms of three (3) years by Council. A vacancy occurring during the term of any member shall be filled for the unexpired term in the manner authorized for an original appointment. Council may at any time remove any member of the Commission for inefficiency, neglect of duty, malfeasance, misfeasance, or nonfeasance in office, incapacity or incompetency. The term of office of the present members of the Planning and Zoning Commission heretofore established shall be as prescribed by the relevant Charter provisions in effect on the dates on which such members respectively were appointed.
   (B)   Officers, Rules, Quorum and Compensation.
   The Commission shall elect a Chairperson from among its members. The Commission shall appoint a Secretary to the Commission, who need not be a member and who may hold other Municipal office or appointment. The Commission may appoint such other officers as it shall deem necessary, shall make its own rules and regulations, and shall keep a journal of its proceedings. The officers of the Commission shall be elected by the Commission at its first meeting each year. The Commission shall meet upon call of the Chairperson or any three (3) members. A majority of the members of the Commission shall constitute a quorum for the transaction of business and the affirmative vote of three (3) members of the Commission shall be necessary for any official action. Members of the Commission shall serve with compensation as provided by ordinance of Council.
   (C)   Powers and Duties.
   The Commission shall have such powers and duties as may be prescribed by ordinances of Council or the general laws of the State of Ohio not inconsistent therewith.
