SECTION III-6. COUNCIL MEETINGS.
   Council shall hold at least one regular meeting in each calendar month. A majority of the members of Council shall constitute a quorum for the transaction of business at any meeting of Council, but a lesser number may adjourn the meeting from time to time. At any meeting at which a quorum is present, any ordinance or resolution may be passed or adopted, or any other action may be taken, by the affirmative vote of four (4) members of Council unless a larger number is required by the provisions of this Charter. Except with respect to those ordinances or resolutions enacted over the veto of the Mayor, if such a larger number is required, such ordinance or resolution may only be repealed by the same number of votes required for enactment. No action shall be taken on any ordinance or resolution unless it is in writing and has been distributed to Council prior to action thereon. The Clerk of Council shall keep a record of its proceedings in a journal in which the yea or nay vote of each member of Council voting on every ordinance or resolution, and the action of Council on other measures, shall be recorded. Except as may be provided by a municipal “Sunshine” law, meetings of Council shall be open to the public, and its journal shall be available for public inspection at all reasonable times. Except when Ohio’s sunshine law has been amended to permit additional reasons for executive sessions, no ordinance enlarging or restricting the authority of a public body to hold an executive session shall be effective unless and until it has received a majority affirmative votes of the electors of the Village voting thereon at a primary or general election. If Ohio’s sunshine law has been amended to permit additional reasons for executive sessions, Council may enact such changes without a mandatory vote of the electorate.
   The Mayor or any three (3) members of Council may call special meetings upon at least twelve (12) hours’ notice to each member, served personally, left at the member’s usual place of residence, or delivered in the method requested by a member of Council in accordance with Section 7 of this Article III.
