SECTION III-7. PRESIDENT OF COUNCIL.
   In January of each year, Council shall, at its organizational meeting, choose one (1) of its members as President and one (1) of its members as President pro tem. They shall serve for a term of one (1) year. The President shall have all the powers, duties, functions, obligations and rights as any other member of Council including the right to vote; shall preside at all meetings of Council and shall appoint the various committees of Council, coordinating the work of those committees. Each committee shall be chaired by a member of Council. The President of Council may appoint any Village resident of voting age to any committee of Council subject to the confirmation of Council. The President pro tem shall preside at meetings of Council in the absence of the President and, in the event that the office of Council President becomes vacant pursuant to Section 5 of this Article, shall assume such office for the balance of the unexpired year of his or her predecessor.
   A written agenda shall be delivered to each member of Council, in the manner requested by each member of Council, forty-eight (48) hours before a regularly scheduled meeting; provided that any member of Council shall have the opportunity to bring up any other business and add it to the agenda at any meeting with the consent of at least four (4) members of Council.
   The manner of written agenda delivery may be by electronic communication, personal delivery, or such other reasonable method as the Council may deem appropriate. Each member shall provide the Clerk with written notification of the requested means of transmittal and may change the requested means of transmittal upon written notification to the Clerk.
