§ 150.03  ADDRESS NUMBERING.
   (A)   Title. This section shall be known as the “Address Numbering Ordinance.”
   (B)   Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      BUILDING. An enclosed structure having a roof supported by columns, walls, arches, or other devices and adapted to occupancy or use for public, institutional, residential, commercial, manufacturing or storage purposes.
      HOME. An enclosed structure having a roof supported by columns, walls, arches, or other devices adapted to occupancy or use as a residence.
      STRUCTURE. A combination of materials used to form a construction for occupancy, use, or ornamentation whether installed on, above, or below the surface of a parcel of land. This does not include garages, outhouses or buildings not used for residential or commercial purposes.
   (C)   Requirements of numbering. Each owner of an improved parcel of real estate located in the town which has an address number assigned shall place said address number on the primary home, building or structure in accordance with the provisions of this section and the plan and system for the numbering of homes, buildings, and structures in the town.
   (D)   Requirements for numbers.
      (1)   The numbers shall be placed in a conspicuous place on or over each front door or the front transom bar, front transom glass, or front window, on either side of the entrance. If the entrance to the building is not facing the road, the number should be placed on the same side of the home, building, or structure as the main entrance. The numbers must be of reflective material and at least three inches in height. The color of the numbers must contrast to the immediate background and shall be so placed as to be in full view from the opposite side of the street. If the numbers are not observable from the opposite side of the street for any reason, the owner shall place the numbers at the street so that it is observable from the opposite side of the street and properly identifies the address of the primary home, building or structure.
      (2)   It shall be unlawful to cover or obstruct any house number or otherwise conceal the number in any manner.
      (3)   All old numbers must be removed from a house if a new number has been assigned by the Post Office or other agency responsible for assigning address numbers.
   (E)   Notice of violation. If the Town Marshal determines that a violation of this section has occurred, the Town Marshal shall notify the Clerk-Treasurer, who shall serve the property owner with a notice of violation stating the nature of the violation. The property owner shall have 30 days from the date the notice was served upon them to comply. The notice shall be served by certified mail, in person, or by leaving a copy at the residence of the owner and mailing a copy regular by regular first class United States postage prepaid to the owner’s residence.
