(A) It shall also be unlawful to discharge any missile from any toy gun or pistol, or to use or explode any Roman candles, firecrackers, rockets, or any other explosive used for fireworks, or keep for sale or sell any of the same.
(B) Providing the Town Council may, by special permission entered on the record of said town, permit a pyrotechnic display of fireworks on special occasions by proper persons or committee under proper safeguard and rules calculated to eliminate danger or injury to persons and property.
