It shall be unlawful for any persons to congregate on any sidewalk in the town or on any street thereof so as to prevent the free passage of all persons on and along the same. It shall be the duty of the Town Marshal, his or her Deputy or any town police officer, or any member of the Town Council to order all such persons so congregated to disperse and leave such sidewalk or street and not to congregate again thereon or therein. It shall be unlawful for any person or person to disobey any such order.
