There is hereby established a fee in the amount the City is charged by the bank for each check payable to this City which is dishonored and returned by the drawee bank for any reason. Each City employee responsible for the collection of the original payment shall assess the fee established by this section and collect the same from the person who owes the principal obligation in additional to that underlying amount.

(a) It is the policy of this City to finance the cost of public improvements in areas which have been or will become part of this City by annexation through the levy of special assessments at the maximum level allowed by law so that the City shall pay from tax or utility revenues the minimum share of the project cost.
(b) This policy shall apply to the construction of water lines, sanitary sewer lines, storm sewers, and the improvement of streets, including street widening, the installation of sidewalks, curbs, gutters, and storm water facilities or other drainage improvements. This policy shall not affect the construction of new streets or other improvements by developers in accordance with the City Subdivision Regulations.
