As used in this chapter, unless the context specifically indicates otherwise, the meaning of terms shall be as follows:
(a) "Administrator" means the Administrator of the Environmental Protection Agency, or any person authorized to act for him.
(b) "Ammonia" means a constituent in sewage as identified in Standard Methods for the Examination of Water and Wastewater.
(c) "Biochemical oxygen demand (BOD)" means the quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure in five days at 20 degrees Centigrade.
(d) "City" means the City of Ontario, County of Richland, State of Ohio.
(e) "cu. ft." is an abbreviation for cubic feet.
(f) "Combined sewer" means a sewer receiving both surface runoff and sewage.
(g) "Environmental Protection Agency" means the Federal (or United States) Environmental Protection Agency, or any person authorized to act for that agency.
(h) "Incompatible pollutant" means a waste constituent which interferes with the operation and performance of the sewage works.
(i) "Industrial wastes" means the liquid and water-carried wastes from industries as defined herein.
(j) "Industrial use" or "industry" means any owner who discharges to the POTW liquid, solid, or gaseous wastes resulting from industrial, manufacturing, trade or business process or from the development, recovering or processing by physical or chemical transformation of natural resources.
(k) "Intercepting sewer" means a sewer intended to receive flows from both combined sewers and sanitary sewers; or a sewer whose primary purpose is to transport wastewater from collector (local) sewers to a sewage treatment plant.
(l) "lb." is an abbreviation for pound.
(m) "Maintenance" means upkeep and repair costs required to maintain the wastewater treatment works structures and equipment in efficient operating condition during the service life of such works.
(n) "NPDES" or "National Pollutant Discharge Elimination System" permit means any permit or equivalent document or requirements issued by the State water pollution control agency to regulate the discharge of pollutants from the sewage treatment works.
(o) "Nonindustrial user" means a user of the sewage treatment works not in the "industrial user" classification, as defined herein.
(p) "Operation" means any physical and mechanical actions, processes or functions required to efficiently operate the sewage treatment works as defined herein.
(q) "Owner" or "person" means any individual, firm, company, industry, association, society, corporation or group.
(r) "pH" means the logarithm of the reciprocal of the weight of hydrogen ions in grams per liter of solution.
(s) "Pollutant" means any noxious chemical or other refuse material or constituent that impairs the purity of water.
(t) "Pretreatment" means the treatment of wastewater from sources before introduction into the sewage treatment works.
(u) "Public sewer" means a sewer in which all owners of abutting properties have equal rights, and is controlled by public authority.
(v) "Replacement" means expenditures for obtaining and installing equipment, accessories or appurtenances during the useful life of the treatment works necessary to retain design capacity and performance of the sewage treatment works throughout the City's jurisdiction.
(w) "Sanitary sewer" means a sewer which carries sewage and wastes and to which storm, surface, and ground waters are not intentionally admitted.
(x) "Sanitary sewer charges" means the aggregate of rate increments established by two separate revenue systems, i.e. user charges (charges for wastes of normal concentration, administrative charges, extra strength surcharges, industrial monitoring charges) and debt service charges.
(y) "Septic tank wastes" means the waste from water closets, urinals, lavatories, sinks, garbage disposers, bath tubs, showers, privies, privy vaults, septic tanks, cesspools or household laundries resulting from an owner not having an authorized tap into the sanitary sewer system of the City and shall include any waste removed from any private sewage system.
(z) "Service-Safety Director" means the Service-Safety Director of the City or his authorized deputy, agent or representative.
(aa) "Sewage" means a combination of the liquid and water-carried wastes from residences, business buildings, institutions, and industrial establishments, together with such ground, surface, and storm waters as may be present.
(bb) "Sewage treatment works" or "sewage works" means all facilities for collecting, pumping, treating, and disposing of sewage.
(cc) "Sewage treatment plant" means any arrangement of devices and structures used for treating sewage.
(dd) "Sewer" means a pipe or conduit for carrying sewage or drainage water.
(ee) "Shall" is mandatory; "May" is permissive.
(ff) "Storm sewer" or "storm drain" means a sewer which carries storm and surface waters and drainage, but excludes sewage and polluted industrial wastes.
(gg) "Suspended solids" means total suspended matter that either float on the surface of, or are in suspension in water, sewage, or other liquids; and which are removable by laboratory filtering as prescribed in "Standard Methods for the Examination of Water and Wastewater" and referred to as nonfilterable residue.
(hh) "User charge" means a charge levied on users of the sewage treatment works for the cost of operation, maintenance and replacement of such works.
(ii) "User class" means any class of users of the sewage works, as defined in Section 929.05.
