(a) For the purpose of applying sanitary sewer charges, i.e. user charges and debt service charges, all users of the sewage treatment works shall be classified as a member of one of the following two user classes:
(1) Nonindustrial
(2) Industrial
(b) An industry may be placed in the nonindustrial user class if the industry discharges segregated domestic wastes or wastes from sanitary conveniences.
(c) Any industry whose wastes are not domestic wastes or not wastes from sanitary conveniences shall be placed in the industrial user class.
(d) The placement of a user within the nonindustrial user class shall be as determined by the Service-Safety Director in accordance with the above criteria.
