The Board of Zoning Appeals is specifically prohibited from granting a special permit, under the applicable provisions of the Zoning Code, for any residential usage of a structure unless smoke and carbon monoxide detectors, as required by Section 1478.02, have been installed in such structure, whether or not such structure falls into the classification covered by this chapter.
