No occupancy permit shall be issued for a dwelling constructed or occupied hereafter, in which smoke and carbon monoxide detectors are required under section 1478.02, unless and until the necessary smoke and carbon monoxide detectors have been installed at the proper locations and are demonstrated to be operating. As to existing structures, smoke and carbon monoxide detectors required by this chapter must be installed and operating not later than September 1, 1996, and thereafter no person shall occupy a structure which is not in compliance with this chapter.
