1448.02 SUBMISSION OF PLANS, APPLICATIONS AND SITE PLANS, AND EXPIRATION OF PERMITS.
   (a)   Detailed construction plans shall be submitted for review. Plans of models shall be clearly titled with both the subdivision name and the model number appearing thereon. Plans shall be submitted to and approved by the City prior to approval of the application for permit.
   (b)   Site plans including grading details shall be submitted with each permit application proposing new structures, additions, secondary structures, pavement, grade changes, etc. A topographical plan (topo) prepared by a professional engineer or surveyor, shall be submitted with each building permit application for a new dwelling or commercial structure. Such plan shall be at a scale no larger than one inch equals thirty feet and showing the entire lot survey data and monumentation, the proposed building to be constructed thereon with reference to any previously approved model number, proposed driveway and sidewalk patterns, existing and proposed topography with surface drainage features clearly shown, all existing and proposed utilities, proposed sewer and water service connections, existing buildings on abutting parcels with elevations in sufficient detail to clearly show the relationship between the use of such abutting parcels and the permit application parcel, the bench mark, the north point and all other data necessary to positively fix the construction intent with regard to the permit application parcel.
   (c)   The submitted site plan shall be reviewed and approved by the City prior to issuance of the building permit. Each approved site plan shall be placed on file with the Building, Housing and Zoning Administrator for the continuing use of the City's elected and appointed officials in such place as to be readily accessible.
   (d)   Contractors shall be registered in accordance with Olmsted Falls Building Code section 1448.04 prior to performing any work for which registration is required.
   (e)   Plumbing, electrical, heating-ventilation-and-air-conditioning (HVAC), hydronic, and refrigeration permits shall only be issued to qualified persons having a license mandated by state law, or where not required to be licensed by state law, having successfully passed an examination of proficiency in the respective trade as evidenced by a qualified testing agency. Exception: When the Administrator determines that a 1-3 family owner-occupant applicant appears to have sufficient ability to adequately perform the work, permits may be issued to 1-3 family owner-occupants to perform the work.
   (f)   Applicants required to register as a contractor shall complete such registration prior to the Administrator's issuance of the permit.
   (g)   Except as otherwise limited in the Codified Ordinances, the permits authorized in this chapter shall expire and be of no further effect six months following the date of issue, unless work is commenced pursuant thereto. If work is not completed within twelve months of the date of issue, such work shall immediately cease unless and until an extension is given by the Building Administrator for completion. Application for such an extension shall be made prior to the expiration of twelve months from the date of issue of each permit.
