(a) “Person” means an actual person or any legal entity, including but not limited to, a corporation, limited liability company, firm, partnership, trust, or other business association.
(b) “Parcel” means a parcel of real property identified as an individual parcel by the Cuyahoga County Auditor’s Permanent Parcel Number System.
(c) “Vacant” means that no person actually resides in any part of a building on a parcel, or that no person conducts a lawful business in any part of a building on a parcel.
