(a) No person shall manually throw or shoot, force or throw by means of an air gun or other comparable or similar instrument or device, a lead, iron or other hard substance upon any public way or place within the City.
(b) No parent, guardian or other person in loco parentis shall knowingly permit any minor under his custody to commit any of the acts prohibited by this section.
(c) No person shall discharge a firearm within the City.
(d) No person shall knowingly or purposely point a loaded firearm at any person, building or vehicle within the City.
(e) This section shall not apply to police officers in the performance of their duties, other persons authorized by law to use firearms or any person using a firearm in self defense, provided that such defense does not exceed the degree necessary therefor.

(f) Whoever violates any of the provisions of this section is guilty of a misdemeanor of the fourth degree, and shall be subject to the penalty provided in Section 698.02.
