254.40 TIME CLOCK POLICY AND PROCEDURES.
   (a)   The City's computerized time clock system is the record the City uses to calculate payroll and record time and attendance.
   (b)   Employees reporting to duty must be in uniform before clocking in at their assigned work area.
   (c)   All employees must clock in before beginning any work. Employees shall not perform any work before they have clocked in or after they have clocked out without approval from their supervisors. Each week, all employees will place their signature on the weekly time records and certify that all work they have performed for that week was done after they clocked in and before they clocked out and that they have not performed any work off-the-clock.
   (d)   Employees must clock in no earlier than six minutes prior to the start of their shift and no later than six minutes after the end of their shift. Clocking in and out within the time-frame specified above, will be calculated as an on-time report for duty and the employee will not be subject to disciplinary action.
   Example - An employee is scheduled to work a 0700-1500 shift. The employee can clock in no earlier than 0654 and clock out no later than 1506 and will be paid for working eight hours.
   (e)   Emergency call-ins will be subject to the Collective Bargaining Agreements.
   (f)   All overtime must be approved by a supervisor before any overtime may be worked. In the event the employee is held over past the end of their shift, the City will pay the employee to the nearest 10th of an hour.
   (g)   All employees who get an unpaid lunch must clock out at the beginning of the lunch break and clock in at the conclusion of the lunch break. No work may be performed while employees are clocked out for work breaks. Employees who leave during the middle of their shift for approved leave and then return to work must clock out when they leave and then clock in when they return to work.
   (h)   Any employee who performs any work prior to clocking in or after clocking out, or who performs any overtime work without prior approval of a supervisor will be subject to disciplinary action, up to and including dismissal.
   (i)   Emergency situations that cause deviation from this policy needs to be reported that day by the supervisor to the Finance Department.
   (j)   An employee who fails to clock in or out will be subject to disciplinary action as defined in the Corrective Action Policy.
   (k)   Any employee who tampers with the time clocks will be subject to Group 3 offenses. Any time clock malfunctions must be reported immediately to the Finance Department.
