Any employee covered by this chapter, who is required to accept the responsibilities and carry out the duties of a position or rank above that which he or she normally holds, shall be paid at the rate for that position or rank while so acting, provided that there is no violation of the rules and regulations of the Civil Service Commission in so doing.
