Only upon sufficient advance request made to the Fire Chief or to the senior officer in charge, and upon the granting of such request by the Chief or senior officer in charge, shall an employee of the Fire Department have the right to exchange shifts. Such request shall be granted so long as the exchange of shifts does not interfere with the normal and efficient operation of the Fire Department, as determined by the Chief, which determination is subject to review by the Safety Director.
