Years of service as an employee of another governmental agency shall not be transferable, unless the employee transfers from a position which is the same as, or, in the opinion of the Civil Service Commission, is equivalent to, the position to which the employee is initially appointed in the City, but in no event shall the number of years so transferred exceed five. Each year begins with the employee's first pay period following his or her anniversary of employment by the City, and in no event shall years of such service be calculated from an anniversary earlier than the first anniversary of the merger between the former Villages of Olmsted Falls and West View, namely January 1, 1972.
