254.02 EFFECTIVE PERIOD AND APPLICATION OF CHAPTER.
   Council recognizes a responsibility to consult with employees covered by this chapter for making changes in the provisions of this chapter, specifically reserving, however, its right to make such changes and take such disciplinary actions as are necessary for the preservation of the public peace, health and general welfare of the City. Unless otherwise changed, this chapter shall be effective as of January 1, 1987, through December 31, 1988, and thereafter until specifically amended by a following ordinance, which may be retroactive in its effect. It is understood and agreed between the City and an employee covered by this chapter that by the City's recognition of its responsibility to consult with such employee prior to making changes, and by its agreement to make any further ordinances retroactive as stated in this section, such employee commencing work under this chapter, when it is fully effective, agrees to be individually bound to work under the terms and conditions of this chapter, and further agrees to be subject to injunctive action in case of any work stoppage.
