There is set forth in this chapter conditions of employment for all full-time classified employees of the City, except those employees covered by a current collective bargaining agreement, referred to in this chapter as employees. As used in this chapter, "full-time classified employee" means an employee who works more than thirty hours per week in any thirty weeks during a twelve-month period and who has previously taken and passed a competitive civil service examination of the type used to fill full-time positions within the classified service of the City. "City" means the Mayor, Council and departmental directors and supervisors.
