224.03 COPIES OF RECORDS.
   (a)   All public records may be examined by any person during normal business hours. Except as otherwise provided in Sections 202.07 and 222.04, no record may be removed from the City Hall unless permission is first obtained from the Clerk of Council and unless the party removing such records signs a receipt therefor in a form designated by the Clerk of Council.
   (b)   The following fees are hereby authorized and directed to be charged and received from the various departments of the City for service requests and copies of City records:
