The Mayor shall appoint a director of each department, subject to confirmation by a majority of the members of Council as provided in Section 4.03 of this Charter, who shall serve until reappointed or until his successor is appointed and qualified. The terms of each director shall be the same as that of the Mayor unless it is terminated earlier in a manner consistent with Section 4.03 of this Charter. In the event of a vacancy in the office of a director of any department, or of any disability or absence of a director, excepting the office of Law Director, the Mayor shall serve as such acting director of the department. All directors, excepting the Law Director and the Director of Finance, shall be residents of the Municipality.
