(A) No person, firm or corporation licensed pursuant to the provisions of the above sections shall:
(1) Purchase any precious metals, jewel or gem from any person under the age of 18 years;
(2) Resell or modify in any way any merchandise purchased until the expiration of at least ten days; and
(3) Accept or purchase merchandise without recording and/or obtaining in a form prescribed by the Zoning Administrator:
(a) The name, address, Social Security number, driver’s license number and place of employment of the seller, as verified by two forms of identification;
(b) A picture of the seller; and
(c) A full description of the merchandise purchased. This description shall be in plain, legible, English handwriting. If any merchandise purchased has engraved thereon any numbers, words, initials or contains any setting or marking of any kind, the description shall so state.
(B) All information required pursuant to this section shall be available for inspection for a period of one year.
