It is unlawful for any person, group, or organization other than the Okmulgee animal shelter, the Okmulgee County Humane Society, a licensed veterinarian, or a permitted commercial animal establishment as described in section 6.12.020 of this title to accept unwanted animals as a rescue agency or to offer for sale or by free donation in a public or commercial location in the city of Okmulgee dogs, cats, or other animals or to falsely represent themselves as an agent of any of the above excepted entities.
