The animal control officer may issue to any person in violation of this subchapter a notice of ordinance violation. The fees established in § 90.60 of this code may, at the discretion of the owner of the animal, be paid to the authorized agency within 72 hours in full satisfaction of the assessed penalty. A receipt will always be issued for payment. In the event that such payment is not made within the period prescribed, proceedings shall be filed in the court of competent jurisdiction.
