(A) All animals shall be kept under restraint as defined in § 90.01 of this code.
(B) No owner shall fail to exercise proper care and control of his or her animal(s) to prevent them from becoming a public nuisance.
(C) Every animal in heat shall be confined in a house, building or secure enclosure in such a manner that such female cannot come into contact with a male of the same species except for planned breeding.
