3-2-4: AD HOC COMMITTEES:
   A.   Establishment: The city council and the mayor may agree by joint resolution to establish ad hoc committees to study and recommend policy on a particular issue, which committees may be staffed by members of the city administration and council staff. Such joint resolution shall identify the purpose of the committee, its membership and its powers and duties, and shall be filed with the city recorder. Appointment shall be by the mayor, with the advice and consent of the city council, if the actual members are not appointed as part of the joint resolution. The resolution shall specify a date by which the committee is expected to complete its duties and shall specify the staff support to be provided to the committee.
   B.   Subject To State Laws: Ad hoc committees and its members shall be subject to the Utah open and public meetings law and the municipal officers' and employees' ethics act. The taking and approval of minutes shall follow the policy and procedure set forth in subsection 3-2-1H of this chapter.
