The purpose of this chapter is to provide for creation and recording of plats that define lot lines and may dedicate public streets or alleys or land for public use, create municipal utility easements, create private rights-of-way, and otherwise act like a subdivision plat, but does not actually subdivide land. This chapter is to be used for situations where the parcel and lot combination, parcel boundary and lot line adjustment, and subdivision amendment processes do not apply.

A. When recorded, a non-subdividing plat has the same effect as a subdivision plat over the property, except that it does not subdivide land. Properties defined by a non-subdividing plat are considered the same as subdivided lots.
B. When approved under this chapter, a dedication plat vests the fee of the public streets or alleys, or land for public use in the city for the uses named or intended in the plat.
