The mayor is authorized to establish such rules and regulations as he may find to be reasonably necessary to protect the public from injury in the course of the erection of signs and other advertising structures, and, when such regulations are established, all sign contractors and holders of sign permits shall comply strictly therewith. Such regulation shall be established by order of the mayor filed with the city recorder, a copy thereof to be furnished under the direction of the mayor, to all persons holding licenses as sign contractors; and holders of sign permits shall comply strictly therewith.
