This title is enacted to promote the economic, educational, cultural and general welfare of the people of Ogden City. It is deemed essential by the city council, that the qualities relating to the history of Ogden be preserved through:
A. The protection, enhancement, perpetuation and use of structures, sites and areas that are reminders of past eras, events and persons important in local, state and national history or which reflect the distinct phases of political and architectural heritage;
B. The presentation and encouragement of a variety of architectural styles of the past or are landmarks in the history of architecture, or a method of construction, or a particular builder or designer, or contains extraordinary or unusual architectural design, detail, use of materials or craftsmanship;
C. The development and maintenance of appropriate settings and environment of such structures and in such sites and areas;
D. The enhancement of property values, the stabilization of neighborhoods and areas of the city, the increase of economic and financial benefits to the city and its residents, and the promotion of tourist trade and interest; and
E. The enrichment of human life in its educational and cultural dimensions in order to serve spiritual as well as material needs, by fostering knowledge of the living heritage of the past.
