Although the building official, the city engineer, the planning director, or other permitting official may have concurrent authority over a work site under the provisions of this chapter, primary responsibility for enforcing the provisions of this chapter, including the authority to suspend, revoke or issue a stop work order on a permit, shall rest with the official of the division that issued the permit.
