Whenever a property owner, agent of the owner, manager or tenant intends to clean, repair, renovate, reopen or reoccupy a building that is registered as a vacant building, the building is to be inspected and a permit must be issued by the building official prior to the building owner, agent, manager, or tenant initiating any of the above actions. Any person conducting any work on a building that is registered as a vacant building must have a copy of the permit on the site at all times. Any person conducting work without a permit on the site, will be evicted from the premises.
