It shall be the duty of a person making an arrest under this chapter to seize or arrange to be seized all animals found in the keeping or custody of a person arrested and which are then being used, or held for use in violation of any of the provisions of said chapter. The person making said seizure shall cause such animals to be delivered immediately to the division or other appropriate law enforcement agency and it shall be the duty of those departments to humanely hold those animals until further court order.
