No person shall within the jurisdictional boundaries of the city:
A. Cause or allow the emission of odorous air contaminants from any source such as to result in objectionable odors at or beyond the lot line of the source;
B. Cause the erection, continuance or use of any building or place for any business, trade, employment or manufacture which, by noxious exhalations or offensive smells, annoys, injures, or endangers the comfort, repose, health, or safety of three (3) or more persons and creates a public nuisance as defined in section 76-10-803 of the Utah code;
C. Do any process, rendering or operation, or use any device, machine, equipment, or other contrivance for the rendering of animal or marine matter unless all gases, vapors and gas entrailed effluents from these processes are controlled in such a manner as to effectively abate any objectionable odor by utilizing the best available control technology.
