The purpose of this chapter is to assure the comfort, convenience, safety, health and welfare of the residents of the city, to promote the development of an economically sound and stable community, and to provide for the prevention, control, and abatement of public odor nuisance. The city council finds and concludes that because most odorous pollutants have a complex chemical composition and may elicit a broad spectrum of responses by the receptors, both analytical and sensory data are useful to measure and characterize odors and to determine the necessary degree of odor control.
