12-15-11: DECLARING EMERGENCY SEAT OF GOVERNMENT:
Whenever, due to an emergency resulting from the effects of a disaster, it becomes imprudent, inexpedient, or impossible to conduct the affairs of city government at the seat of government, the mayor may by proclamation, declare an emergency temporary location for the city's seat of government.
