1-5: RESIDENCY AND COMMUTING REQUIREMENTS:
While the city provides equal opportunity to all individuals applying for employment, it also requires as a condition of employment that employees in certain identified jobs or positions reside within the city or within a required commuting time or distance from their place of employment. Employees subject to the following residency requirements are required to maintain a record of ongoing residency with the human resources office:
   A.   Commuting Requirement: Those positions requiring the employee's place of residence to be within a designated commuting time or distance from their place of employment shall be those positions for which it has been determined that the job functions, duties or tasks place urgent or emergency demands of attention or service upon the completion of work assignment(s).
      1.   Identified positions for such requirements include, but are not limited to, division managers, sworn police officers, sworn firefighters, emergency medical technicians and employees receiving on call pay. Other positions for which such a requirement may be imposed shall be identified upon the recommendation of the applicable department director and with review and approval by the chief administrative officer.
      2.   For purpose of this policy, department directors shall establish the applicable time or distance requirements which will provide adequate work response times. Notwithstanding the above, the commuting time or distance requirement for division managers shall be twenty five (25) minutes. Department directors shall establish reasonable time limits within which new employees or employees in newly identified positions in their respective departments must comply with the terms of this policy. Employees who do not meet these requirements shall be subject to termination.
   B.   Department Directors: Department directors are required to live within the city limits. However, this policy will only be applied to those who already reside outside of the city at such time as the employee moves from their current residence. As a condition of employment with Ogden City, department directors who move while employed in these positions must move to reside within the city's political boundaries that are established by code and ordinance. These employees who move are required to maintain a record with the city of ongoing residency with the human resources office. (Adm. Order 2015-3, 6-2-2015)
