   A.   Conditions; Compensation: The city believes that the work conditions, wages and benefits it offers to its employees are competitive with those offered in this area in public employment. If employees have concerns about work conditions or compensation, they are strongly encouraged to voice these concerns openly and directly to their supervisors in a spirit of respect and cooperation.
   B.   Dealing With Supervisors: Our experience has shown that when employees deal openly, respectfully and directly with supervisors, in a spirit of good faith, the work environment can be excellent, communications can be clear and attitudes can be positive. We believe that the city amply demonstrates its commitment to employees by responding effectively to employee concerns.
   C.   Interaction: It is the intent of the city to encourage an open, good faith, respectful manner of interaction when employees deal with each other within the work environment.
   D.   Personal Behavior: The city believes that, as a matter of public mission, each employee represents the city in their work setting, as well as when away from work, when attending to, or acting in connection with, city business. Likewise, how each employee acts in their personal life can affect the best interests of the city, in its public mission role, as the employee's behaviors are perceived to have an affect or impact on the city's role to provide for the safety and security of the public's lives, property and best interests.
   E.   Employee Participation: Under certain conditions and within certain parameters, it is the policy of the city to encourage employees' involvement and participation in a variety of activities and programs which promote a high level of morale and an increased spirit of teamwork within and between departments. This participation provides an employee or employees with opportunities for input into policy and decision making, feedback on current systems, communication to all levels of the organization, expression of creativity, increased personal growth and the development of new interests. In addition, this employee participation encourages increased interaction between employees, thus improving working relationships and the sense of belonging. In furtherance of this policy, however, the following guidelines should be followed:
      1.   The city prohibits employees from volunteering their work and service which stem from their normal job functions, in order to comply with federal and state laws governing the proper and timely payment of compensation and overtime earned within their employment.
      2.   It is the intent of the city that employees' participation in off duty, city related activities, organizations and programs occur in a manner which is safe and protective of their own and others' health and the best interests of our community. The city reserves the right to withhold its support and encouragement of any activity, group or event whenever the safety or health of its employees or the public may be placed at unnecessary or unwarranted risk.
